A council or committee meeting announced the way a well-run city announces it, in a clear civic look: the kind of notice on a coloured banner under the crest, the headline in plain words and the facts as a summary list (the meeting, the date and time spelled out, the place), complete on the first frame; each fact read in turn, then the agenda numbered in its order, item by item, how to watch, attend and speak, the day as a calendar page, the button and the spokesperson. An agenda, never a position. A second and two thirds longer per agenda item.
