Public bodies (City councils), Service change
A change to a city service, told the way a well-run city tells it, in a clear civic look: the kind of notice on a coloured banner under the crest with the service's pictogram, the headline in plain words and the facts as a summary list (the service, what changes, from and until spelled out, why), complete on the first frame; each fact read in turn, then what you need to do, large, what it means for you point by point, the dates as calendar pages, the button and the spokesperson. Who issued it stays at the foot throughout. A second and a half longer per point.

Versions
Each version is one build, uploaded once and never changed afterwards, so a clip published with it can always be explained. The newest is what a channel following this variant draws; a channel pinned to an older one keeps it.
