Public bodies (City councils), Public notice
An official notice, published the way a well-run city publishes it, in a clear civic look: the kind of notice on a coloured banner under the crest, the title and the facts as a summary list (the reference, the date spelled out, where to read it in full), complete on the first frame; each fact read in turn, then the notice's own words paragraph by paragraph, each lit as it is read and paged rather than set smaller, then where to read it in full, the button and the spokesperson. Who issued it stays at the foot throughout. Four and a half seconds longer per paragraph.

Versions
Each version is one build, uploaded once and never changed afterwards, so a clip published with it can always be explained. The newest is what a channel following this variant draws; a channel pinned to an older one keeps it.
